Foreign officers at work on Dutch ships

If you want to work on Dutch ships, you need to be in possession of a Dutch Seamans book and the Dutch Endorsement.
To acquire these papers the following steps must be taken in order:
Dutch Seaman's book
Request for a Dutch seaman's book at the Dutch Shipping inspectorate (manning section) P.O. Box 8634, 3009 AP ROTTERDAM, phone number +31.10.266 86 68, telefax +31.10.202 27 12.

To do so you need to submit the following documents:

  • two identical passport photographs;
  • copy of the page of the passport with personal information;
  • copy of page of the foreign seamans book with the personal information;
  • a payment of 78 Dutch guilders on the account of the Shipping Inspectorate;
    Bank account number 19.23.23.652 Name: V&W/DGG/Scheepvaart Inspectie Toezicht with the mention request Seamans book and your name.
    If you send in a cheque, it could take months to receive your Seamans book.
  • A letter in which you request an application form for a Dutch endorsement.
Dutch endorsement
As soon as you are in the possession of a Dutch Seamans book and medical papers, your employer can send in your original (not a copy) application form for a Dutch endorsement. Beware that the name of the employer is on the application form!

Together with this application form you need to submit the following documents:

  • two identical passport photographs;
  • your original endorsement or certified copy issued in the country in which you had your nautical education;
  • your original Radiotelephony GMDSS-certificate or certified copy (only for deck-officers);
  • your original Dutch health papers for eyes, ears and physical health or certified copies. Please call for addresses of commissioned physicians in the Netherlands: +31.10.266 86 62 / 663.
    If you are not able to come to the Netherlands for the required medical examinations, it is possible to get your medical papers in the country you live in. However, as soon as you call in a Netherlands port you need to acquire Dutch health papers. Please be advised that the validity of your physical papers is not expired longer than one year;
  • a payment of 120,- Dutch guilders for officers (for rating and cook 80, - Dutch guilders); on the account of the Shipping Inspectorate;
    Bank account number 19.23.23.628 Name: V&W/DGG/Scheepvaart Inspectie Bemanningszaken with the mention of your Dutch Seamansbook number.
    If you send in a cheque, it could take months to receive your endorsement.
    When your application is rejected, your money will be refunded. It is possible that some charges will be made.
When you send in original papers you will get them back by registered mail. For certified copies of your original papers, please call the official authorities in your country.
